Box 15830, Sacramento CA 95852-1830, (916) 452-3211 AN ELECTRIC SYSTEM SERVING THE HEART OF CALIFORNIA MPC&D 05-104 September 27, 2005 U.S. Nuclear Regulatory Commission Attn.: Document Control Desk Washington, DC 20555 Docket No. 50-312 Rancho Seco Nuclear Generating Station License No. DPR-54 DERIVED CONCENTRATION GUIDELINE LEVELS FOR RANCHO SECO INDUSTRIAL AREA STRUCTURAL SURFACES Attention: John Hickman In SMUD letter MPC&D 05-077, dated July 14, 2005, we submitted a copy of Decommissioning Technical Basis Document DTBD-04-004 "DCGLs for RSNGS Structural Surfaces," Revision 0.
As stated in the DTBD, the RESRAD-BUILD v3.22 calculation gave an erroneous result for the single nuclide Derived Concentration Guideline Level (DCGL) value for Eu-1 54 due to a known coding problem contained in RESRAD-BUILD v3.22.
Argonne National Laboratory has since corrected this problem and has issued RESRAD-BUILD v3.3, dated August 25, 2005. We have used this updated version to re-calculate a single nuclide DCGL value for Eu- 154 and issued Revision 1 to DTBD-04-004. Since there were no other changes to the assumptions or scenario contained in DTBD-04-004, Revision 0, this letter will serve to document the revised material contained in DTBD-04-004, Revision 1. These changes include:

- A new dose conversion factor value for Eu-154 of 8.43E-04 mrem/yr per dpm/100 cm in Attachment 8.10,
