NRC PERSONNEL ACCESS - QUARTERLY UPDATE Enclosed is the updated Quarterly Access Authorization List for your information and use. This list provides notification, pursuant to 10 CFR 50.70, that the Regional Administrator has identified these individuals as likely to inspect Region IlIl facilities; The authority to identify these individuals and sign this authorization letter has been delegated in writing to the undersigned. Information in the enclosure should be treated as Official Use Only and provided only to those having a need to know this information.
This certifies that the individuals on the enclosed list are employees of the U. S. Nuclear Regulatory Commission who are likely to inspect your facility as outlined in 10 CFR 50.70(b)(2) and (3). The list provides you the authorization to afford unescorted access to those areas needed to perform their administrative or inspection-related duties in an unfettered manner. To our knowledge, these individuals do not possess adverse character traits or indications of aberrant behavior. These individuals have gone through a process for authorizing NRC employment which achieves or exceeds a level of trustworthiness and reliability that is comparable to that required of licensee personnel for unescorted access to a nuclear power plant.
The individuals identified for radiological access have successfully completed an NRC administered comprehensive training course and test covering the generic aspects of radiation protection, emergency response, and physical security. The NRC considers this training sufficient to relieve the licensee of the generic training in these areas. Accordingly, these individuals should be granted unescorted access to the plant, as indicated by their listed "Clearances" and their specific inspection needs, following a site-specific briefing and security badging which should be completed within one hour following their arrival onsite.
This letter does not provide certification for use of respiratory protection devices. Should access be needed to areas where a respirator is required, the individual will provide a copy of a current physician's determination of fitness for respirator use. Only after respirator fit-testing and specific use instructions are provided by the licensee should access be allowed. The NRC individuals who are not identified as having completed NRC training should be treated as comparable non-NRC personnel would be treated for purposes of site access.
