ANO1-09-2005-DRAFT-Outline Comments A. WRITTEN EXAM OUTLINE: No comments.

B. RO ADMIN OUTLINE:

1. Is knowledge of refueling administration requirements covered by a specific RO Learning Objective? If it is not, then this is an SRO topic (10CFR55.43.b.7) and not appropriate for the RO exam. (This JPM tests RO responsibilities in the Control Room during refueling.)
2. Ability to use plant computer... for Conduct of Ops sounds like it could easily be a too simple and non-discriminatory; take a careful look at how this one develops.
3. The Radiation Control JPM looks like a repeat from the 2002 exam. (Yes, it is.)

C. SRO ADMIN OUTLINE:

1. Will A1JPM-SRO-TS1 be similar to its counterpart on the 2004 exam? (No, this is New.)
2. Is A1JPM-RO-RC22 drawn from the 2004 exam? (Yes, but it was modified.)

D. RO CONTROL ROOM/IN-PLANT SYSTEMS OUTLINE:

1. Is JPM-a repeating actions performed on scenarios (scenarios 1, 3, and 4 all require reactor trip immediate actions to be performed)? (No, this JPM requires an Emergency Boration in response to stuck rods, which is not required on any of the scenarios.)
2. At least one of the New or Modified JPMs must be Alternate Path. (Fixed.)

E. SROI CONTROL ROOM/IN-PLANT SYSTEMS OUTLINE:

1. Is JPM-a repeating actions performed on scenarios? (No, this JPM requires an Emergency Boration in response to stuck rods, which is not required on any of the scenarios.)
2. At least one of the New or Modified JPMs must be Alternate Path. (Fixed.)

1. All four of the Scenario Objectives lists say Scenario #1 Objectives, but not all four lists are actually associated with scenario #1 (this is just a typo). (Fixed.)
2. None of the scenarios indicate whether they are Bank or New or Modified; cannot tell whether Outline Quality Checklist item 2.b is satisfied without an indication of which scenarios are New or Modified. (Fixed; all scenarios are New.)
3. There are barely enough malfunctions on each scenario to achieve the minimum necessary for the exam; there needs to be one or two extra malfunctions added to each scenario in order to ensure that each candidate gets credit for the required number of malfunctions. (Added additional malfunctions to each scenario.)
4. Events 6-8 on Scenario-1 are the same Major/complicating malfunctions sequence as has occurred on the previous two exams; events 7 and 8 need to be changed so that they are not cued by event 6. (Modified events 7 and 8.)
