September 30, 2005 Mr. Alex Marion Senior Director, Engineering Nuclear Generation Division Nuclear Energy Institute 1776 I Street, NW., Suite 400 Washington, DC 20006-3708
SUBJECT:
RESULTS OF TEMPORARY INSTRUCTION (TI) 2515/163, OPERATIONAL READINESS OF OFFSITE POWER
Dear Mr. Marion:
At the request of the Nuclear Energy Institute (NEI), we are providing the table in Enclosure 1 which summarizes the 65 Nuclear Power Plant (NPP) site responses to Temporary Instruction (TI) 2515/163, Operational Readiness of Offsite Power. The results in the table reflect information gathered during the inspection process as of August 26, 2005, and subsequently evaluated by the staff. A Y (Yes) indicates that the attribute was contained within station procedure(s). All Ys are coded white. An N (No) indicates that the attribute was not contained within station procedure(s). The N responses were further coded as either pink or purple. Purple responses indicate that alternate strategies were present for the summer of 2005, therefore no immediate staff action is necessary. Pink responses indicate that no procedures or alternative strategies were present. Further staff actions will be taken consistent with the ongoing generic communications initiative. Although the Nuclear Regulatory Commission (NRC) staff did not evaluate the adequacy of procedures, the presence of onsite procedure(s) with key attributes provided the staff with reasonable assurance that the NPP was operationally ready for the summer of 2005.
If you have any questions regarding this matter, please contact Kimberley Corp of my staff at 301-415-1091 or email kar1@nrc.gov.
Sincerely,
/RA/
Michael E. Mayfield, Director Division of Engineering Office of Nuclear Reactor Regulation Enclosure
