POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 - RELIEF REQUEST FROM THE PROVISIONS OF THE 1986 EDITION OF THE ASME CODE, SECTION XI, IWA-5244, "BURIED COMPONENTS," RR-1-26 AND RR-2-34 (TAC NOS. MC4543 AND MC4544)
Dear Mr. Koehl:
Your letter to the Nuclear Regulatory Commission (NRC) dated August 30, 2004 (Agencywide Documents Access and Management System (ADAMS) No. ML042530042), requested relief from the requirements of the 1986 Edition of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code),Section XI, IWA-5244, "Buried Components,"
for Point Beach Nuclear Plant, Units 1 and 2, for the third inservice inspection interval, which ended on June 30, 2002.
On July 1, 2004, NRC inspectors (Inspection Report 0500266/2004004; 05000301/4004; ADAMS No. ML042510353) identified that your staff had not performed the periodic pressure drop test or change in flow rate test to confirm the integrity of the buried service water headers as required by the 1986 Edition of the ASME Code,Section XI, IWA-5244. As discussed above, the ASME Code required inspections were not completed within the third interval and relief was not requested within the appropriate time frame. This finding was treated as a non-cited violation, consistent with Section VI.A.1 of the Enforcement Policy.
Since this compliance issue was identified by NRC inspectors and you requested relief well after (more than two years) the end of the third interval, the NRC staff will not take action on this relief request. TAC Nos. MC4543 and MC4544 have been closed.
