ADVANCE NOTIFICATION OF INTENT TO PURSUE LICENSE RENEWAL

The Strategic Teaming and Resource Sharing (STARS) nuclear power plants except the Callaway Plant have created a center of business to jointly prepare and support the review of license renewal applications for selected STARS plants. AmerenUE, the owner of Callaway Plant, has no plans to pursue license renewal and is not a participant in the center of business.
Further, not all STARS license renewal center of business plants have made a decision to pursue license renewal. Nuclear Regulatory Commission (NRC) Regulatory Issue Summary (RIS) 2003-02, "Importance of Giving NRC Advance Notice of Intent to Pursue License Renewal,"
dated February 3, 2003, requested that licensees provide a voluntary submission of licensees' plans regarding license renewal. This voluntary submission is intended to assist the NRC in its budgeting and planning process.
The purpose of this letter is to notify the NRC of the intent to submit a STARS license renewal application in the fourth quarter of 2009. The 2009 application will be the third submittal by a STARS plant.
By the letter identified as reference 1 above, the Wolf Creek Nuclear Operating Corporation (WCNOC) notified the NRC of its intent to pursue license renewal for Wolf Creek Generating Station (WCGS), Unit 1. The letter stated that WCNOC intends to submit a license renewal

STARS-05009 Page 2 of 2 application in September of 2006. The WCNOC application will be the first application developed by the STARS center of business. By the letter identified as reference 2, STARS notified the NRC of the intent of a second STARS plant to submit a license renewal application in the fourth quarter of 2008. Now, via this letter, STARS is notifying the NRC that a third STARS plant intends to submit a license renewal application in accordance with 10 CFR Part 54 in the fourth quarter of 2009.
