MILLSTONE POWER STATION UNIT 1 ANSWER TO THE INCLUSION OF U.S. NUCLEAR REGULATORY COMMISSION LICENSED FACILITY TO THE JULY 19, 2005, ORDER IMPOSING ADDITIONAL SECURITY MEASURES (EA-05-007) _
The Nuclear Regulatory Commission (NRC) issued an Order for additional security measures on the transportation of radioactive material in quantities of concern for Millstone Power Station Units 2 and 3 on July 19, 2005 (EA-05-007) (the Order).
Dominion Nuclear Connecticut, Inc. (DNC) provided an answer to that order on August 4, 2005 (Serial No.05-468). On August 25, 2005, the NRC sent a letter stating that the NRC staff had determined that the NRC had failed to include Millstone Unit 1 in the Order and stated that the omission was made in error and that the requirements of the Order apply to Millstone Unit 1.
The Order required that Dominion Nuclear Connecticut, Inc. (DNC) immediately start implementation of the requirements in Attachment B to the Order, submit an answer to the Order within twenty (20) days of the date of the Order and complete implementation by January .17, 2006 or before the next shipment after the 180 day implementation period of the Order. In the August 25, 2005 letter, the NRC granted an extension of time to respond to the July 19, 2005 Order, until 20 days from the date of the August 25, 2005 letter.
In accordance with Section IV of the Order and 10 CFR 2.202, DNC hereby submits an Answer to the Order for Millstone Unit 1. DNC consents to the Order and does not request a hearing. DNC will complete implementation ofthe requiireients in Attachment B to the Order by January 17, 2006, or before the next shipment of radioactive material quantities of concern thereafter.
