Considerations during HC startup Generally, Region I is interested in augmented inspection of the Hope Creek startup to address concerns about equipment affecting the operators' ability to control the reactor, i.e., CRDMs, Nls, and LPRMs and their affect on Rod Block Monitor. Accordingly, during the startup review please pay particular attention during obervation and log review to:

1. Control rod drive mech operation - note any instances where increased drive pressure was needed move the rods or other CRDM effects.

2. SRMs, IRMs, and APRMs - Any channels out of service when the startup was begun or channels that fail or malfunction during the startup.

3. LPRMs & RBM - Note the number of LPRMs OOS, any LPRM effects on RBM, and any malfunctions of RBM.

4. Any other signficant equipment effects on reactor and plant control, including the operating shift's response to the equipment problem.

Clearly, given the two reactivity incidents within a year, any operational or equipment problems which have reactivity effects should be clearly identified by operators, carefully evaluated, and conservatively addressed.

Further, as the USA assessment made a strong point of the CRD system's poor condition, we will need to have a general assessment of what condition it was in and how it may have affected the startup. We have an allegation on this and want to determine how to address the concern after observing the startup. Your help and insight are needed.
