- -rf- ;z Al I( - I ALLEGATION REVIEW BOARD DISPOSITION RECORD Allegation No.: RI-2003-A-0084 Branch Chief (AOC): Meyer Site/Facility: Hope Creek Acknowledged: NA ARB Date: 6/25/2003 Confidentiality Granted: No Issue discussed: Original Allegation: G. Meyer was contacted by an anonymous alleger regarding concerns with an operability evaluation and the adequacy of testing to assess degradation of the "A" Hope Creek Emergency Diesel Generator (EDG).

Specifically, the individual had the following concerns:

1) Alleger indicated that a TS surveillance test on the "A"EDG was not performed as required following attempted repairs to a leak from a mechanical seal in the intercooler pump.
2) Alleger indicated that the operability evaluation that engineering performed to assess EDG operability following attempted repairs to a leak from a mechanical seal in the intercooler pump was shoddy and had an insufficient basis to prove operability.

Alleger contacted prior to referral to licensee (if applicable)?

ALLEGATION REVIEW BOARD DECISIONS Attendees: Chair - Blough Branch Chief (AOC) - Barber (Acting) SAC - Vito 01 Rep. - Monroe RI Counsel - Farrar Others - Lanning. Holody DISPOSITION ACTIONS:

1) Inspect concerns, communicate relevant conclusions to PSEG, and document any concerns and/or findings to file and/or inspection report, as appropriate.

Responsible Person: Meyer/Gray ECD: 08/1 5/03 Closure Documentation: Completed:_

2) Closure memo to file Responsible Person: SAC ECD: 08/30/03 Closure Documentation: Completed: -

SAFETY SIGNIFICANCE ASSESSMENT: The significance of this concern appears moderate since the post maintenance testing of the EDG incorporated most of the important elements of the normal surveillance test. However, independent NRC review of the operability evaluation concluded that alleger's concern may have some validity because the leak rate through the seal did not appear to be reasonably bounded.

PRIORITY OF 01 INVESTIGATION: NA 9,/

2 NOTES: (Include other pertinent comments. Also include considerations related to licensee referral, if appropriate. Identify any potential generic issues)
