I would ignore the severity level at this time. At IP3, for a non-supervisor who did the same thing, we said he violated 10 CFR 50.5 (a)(2), but we did not take enforcement action for several reasons (one being that he was not a supervisor). In your current case, we would most likely cite at a SL III or IV.
