PUBLIC MEETING ON AUGUST 25, 2005, TO DISCUSS LICENSEE PROGRESS IN ADDRESSING CONFIRMATORY ACTION LETTER COMMITMENTS AT THE POINT BEACH NUCLEAR PLANT
Dear Mr. Koehl:
This letter refers to the public meeting conducted on August 25, 2005, in Two Creeks, Wisconsin. The purpose of the meeting was to discuss, in detail, your progress in meeting the commitments made by the Nuclear Management Company (NMC), as documented in the Confirmatory Action Letter (CAL), dated April 21, 2004.
At the meeting, Mr. Mark Satorius, during his opening remarks, indicated to you that the NRC was satisfied with the progress that you had made in the Emergency Preparedness and Engineering/Operations Interface CAL areas of regulatory concern and that the NRC plans on conducting only baseline inspections in those areas going forward.
Several NMC representatives provided a detailed overview of results, progress, and challenges in the corrective action program and engineering areas of regulatory concern and with the human performance area of regulatory concern as it related to those two areas.
For the corrective action program (CAP), you and your staff described the effectiveness and challenges of the implementation over the past year of the CAP owner, CAP coach, and Department Roll Up Meeting processes. In the engineering area, you and your staff discussed the learning opportunities from the recent extended discussions with the NRC on the Unit 2 reactor vessel head drop licensing action and a question from a recent inspection regarding the susceptibility of a section of the common recirculation line for the auxiliary feedwater pumps to crimping or blockage during certain accident scenarios. Additional topics of discussions included a progress update on a longstanding issue to resolve bolted faults in the plants safety-related electrical distribution systems; efforts taken by engineering and operations to reduce operator burdens, the sites effective implementation of the Operational Decision Making Index Process, improved quality of pre-job briefs, prompt and final operability determinations, and calculations provided by vendors; and the improved reliability of station equipment.
D. Koehl Mr. Satorius of the NRC concluded the meeting with an acknowledgment of the information provided by you, Mr. Doug Cooper, and other NMC representatives. Mr. Satorius emphasized the importance of the upcoming expanded Problem Identification and Resolution team inspection and successful completion of the Unit 1 refueling outage and reactor vessel head replacement in providing evidence of the sustainability of the actions taken by Point Beach in the corrective action program and engineering areas.
A listing of principal NMC and NRC meeting attendees and a copy of the handout provided by NMC at the meeting are enclosed as Enclosures 1 and 2, respectively, to this letter.
