Report for Period of January 1, 2005 through June 30, 2005 TEST RESULTS Wolf Creek Nuclear Operating Corporation (WCNOC) performs random testing of the workforce at an annual rate of at least 50 percent in accordance with 10 CFR 26.24(a)(2). For the six-month period beginning January 1, 2005, and ending June 30 2005, random screens were performed at a rate of 33.61% of the WCNOC population.

WCNOC submitted blind performance specimens in accordance with 10 CFR 26, Appendix A, Section 2.8(e)(2), requirements. There were no reportable events.

WCNOC Employees During this reporting period, no employee tested positive for drugs or alcohol.

Contractors During this reporting period, two contractors tested positive for amphetamines, one for marijuana, and one for cocaine on pre-access tests. Unescorted access was denied.

For-cause testing was performed on one contractor for reasonable suspicion. The individual tested positive for amphetamines and unescorted access was revoked/denied.

One contractor had a for-cause test performed after the smell of alcohol was detected prior to entering the protected area. The individual tested positive for alcohol and unescorted access was revoked/denied. The individual completed the requirements of 10 CFR 26 and WCNOC procedures and unescorted access was reinstated. The individual was not placed in the follow-up program.

One contractor had a for-cause test performed after the smell of alcohol was detected. The individual tested negative and no further actions were taken.

For-cause testing was also performed on two contractors for post-accidents tests. Unescorted access was suspended until negative results were received. Unescorted access was reinstated.

One contractor's unescorted access was revoked/denied for not adhering to the Employee Assistance Program requirements as recommended after reinstatement.

Attachment to RA 05-0094 Page 2 of 4 Summary of Management Actions The contractor who's unescorted access was revoked/denied for not adhering to the Employee Assistance Program requirements appealed the denial. Management reviewed the appeal and the decision for denial was upheld.

Fitness for Duty Program Changes No programmatic problems were identified during this reporting period.

Events Reported in Accordance with 10 CFR 26.73 During this reporting period, no licensed operator or supervisor tested positive, and no significant FFD event reports were made.
