SUMMARY
OF MANAGEMENT ACTIONS FOR BROWNS FERRY NUCLEAR PLANT In the pre-access test category, five contract employees (CEs) tested positive.
Four of the five CEs were denied access, removed from site, returned to the contract company, and restricted from TVA Nuclear (TVAN) work for three years.
One of the five CEs was also detected attempting to subvert the Fitness for Duty testing process by substitution.
This CE presented a low-temperature specimen that tested negative and an observed specimen that tested positive.
This CE was denied access, removed from site, returned to the contract company, and permanently restricted from TVAN work.
One of the five CEs was badged as a reinstatement pending drug test results, and the unescorted access was revoked.
Review of this CE's work did not identify any deficiencies.
Four of the CEs requested that split-specimen testing be performed.
The split-specimen tests reconfirmed the positive test results.
In the for-cause test category, one contractor foreman (CF) tested positive.
The CF's unescorted access was revoked.
The CF was removed from site, returned to the contract company, and restricted from TVAN work for three years.
The CF requested that split-specimen testing be performed.
The split-specimen test reconfirmed the positive test results.
Review of the CF's work did not identify any deficiencies.
In the random test category, three CEs and one CF tested positive.
Two of the three CEs and the CF had unescorted access revoked.
One of the three CEs was requested for unescorted access, but was not yet badged at the time of the random test.
Two of the three CEs and the CF were removed from site, returned to the contract company, and restricted from TVAN work for three years.
One of the three CEs was removed from site, returned to the contract company, and permanently restricted from TVAN because of previous positive test results.
The three CEs and the CF requested that split-specimen testing be performed.
The split-specimen tests reconfirmed the positive test results.
One CE and the CF requested an appeal.
The appeals upheld the positive test results.
Reviews of work were conducted for the two CEs and the CF previously holding unescorted access.
Reviews of work did not identify any deficiencies.
In the follow-up test category, one licensee employee (LE) tested positive.
The LE's unescorted access was revoked.
The LE was suspended from work for a minimum of 14 days and referred to the Employee Assistance Program. The LE did not return to work during this reporting period.
A review of the LE's work did not identify any deficiencies.
