MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN -
DRESDEN NUCLEAR POWER STATION
Dear Mr. Crane:
On August 9, 2005, the NRC staff completed its performance review of the Dresden Nuclear Power Station for the first half of the calendar year 2005 assessment cycle. Our technical staff reviewed performance indicators (PIs) for the most recent quarter and inspection results over the previous 12 months. The purpose of this letter is to inform you of our assessment of your safety performance during this period and our plans for future inspections at your facility.
This performance review and enclosed inspection plan do not include physical protection information. A separate letter designated and marked as Exempt from Public Disclosure in Accordance with 10 CFR 2.390 will include the physical protection review and a resultant inspection plan.
Plant performance for the most recent quarter at Dresden Units 2 and 3 was within the Licensee Response Column of the NRCs Action Matrix, based on all inspection findings being classified as having very low safety significance (Green) and all PIs indicating performance at a level requiring no additional NRC oversight (Green). Therefore, we plan to conduct only reactor oversight process (ROP) baseline inspections at your facility through March 31, 2007.
In our Mid-Cycle Performance Review letter dated August 30, 2004, we advised you of a substantive cross-cutting issue in the area of human performance. In our Annual Assessment Letter dated March 2, 2005, we advised you that human performance issues had continued and we were continuing the substantive human performance cross-cutting issue pending a reduction in the number, significance, and common causality. You responded to the Annual Assessment Letter with a letter dated April 29, 2005, describing your assessment of human performance at Dresden, the causal factors that had resulted in the human performance issues, and the Human Performance Improvement Plan that you had developed. We understand that you have now achieved site-wide implementation of the Human Performance Improvement Plan. We also noted that only one finding was identified in the last half of the assessment period (2005) having aspects of the substantive cross-cutting area of human performance.

Crane Therefore, since the number and significance of human performance findings decreased and the 2004 findings were already addressed, we no longer have a concern with the scope and progress of your efforts in addressing this cross-cutting area performance deficiency, and we are discontinuing the substantive cross-cutting issue in human performance.
The enclosed inspection plan details the inspections, less those related to physical protection scheduled through March 31, 2007. Please note that the biennial Problem Identification and Resolution inspection is planned for January 2006. The inspection plan is provided to minimize the resource impact on your staff and to allow for the resolution of any scheduling conflicts and personnel availability issues well in advance of inspector arrival onsite. Routine resident inspections are not listed due to their ongoing and continuous nature. The inspections in the last nine months of the inspection plan are tentative and may be revised at the end-of-cycle review meeting.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
