SUMMARY

OF JULY 11, 2005, MEETING WITH STAKEHOLDERS TO DISCUSS RESOLUTION OF ADVISORY COMMITTEE ON REACTOR SAFEGUARDS COMMENTS ON DRAFT REGULATORY GUIDE, DG-1139, RISK-INFORMED, PERFORMANCE-BASED FIRE PROTECTION FOR EXISTING LIGHT-WATER NUCLEAR POWER PLANTS On July 11, 2005, the Nuclear Regulatory Commission (NRC) staff met with representatives of the Nuclear Energy Institute (NEI) and other interested stakeholders at the NRC Headquarters in Rockville, Maryland. This meeting was intended to discuss resolution of Advisory Committee for Reactor Safeguards (ACRS) and the Committee to Review Generic Requirements (CRGR) comments on the draft regulatory guide, Risk-Informed, Performance-Based, Fire Protection for Existing Light-Water Nuclear Power Plants. The regulatory guide will endorse NEI guidance document NEI 04-02, Guidance for Implementing a Risk-Informed, Performance-Based Fire Protection Program Under 10 CFR 50.48(c).

This was a Category 3 Meeting. The public was invited to participate in this meeting by providing comments and asking questions throughout the meeting.

The primary focus of the ACRS/CRGR comments was on the probabilistic risk assessment approach to evaluating plant changes in a risk-informed, performance-based fire protection program. The attendees discussed each comment on the regulatory guide and agreed on the approach to resolving the comment. For the most part, the comment resolutions will be addressed in NEI 04-02. NEI agreed to prepare draft revisions to their guidance document and submit the revised document to the NRC for review and acceptance.

A teleconference was tentatively scheduled for August 5, 2005, to discuss the revisions to NEI 04-02 and the draft regulatory guide.
