Dear Chairman Diaz:
Southern Nuclear Operating Company (SNC) notified the NRC by letter dated February 11, 2005 that SNC was working toward the submittal of an application for an Early Site Permit (ESP) by the Summer of 2006. By letter dated July 26, 2005, SNC notified NRC of specific activities related to a potential ESP application at the Vogtle Electric Generating Plant (VEGP) and*
requested a meeting with the NRC to discuss these activities. While Vogtle was mentioned as a potential site, no specific site was named for development of an ESP or Combined Operating License (COL).
This letter is to formally notify you that Georgia Power Company has now directed SNC to pursue an ESP/COL at the existing VEGP site. This decision represents a significant demand on the resources of the NRC staff as well as my own staff for the next several years. It is my desire to work with the NRC to ensure that our licensing efforts are planned and executed in a manner that is most efficient and productive for both our organizations. To this end, I have made arrangements to contact your office in the near future to discuss our plans for the ESP/COL applications.
