TAC NOS. MC6995, MC6996, MC6997, MC6998, MC6999, MC7000 This letter provides TVA's response to the NRC's RAI dated June 20, 2005, regarding our proposed use of Delta Protection Mururoa Single-Use Supplied Air Suits, Model V4 MTH2, at the BFN, SQN, and WBN Plants. These air-supplied suits were accepted for use by the NRC's safety evaluation report (SER) for Duke Energy, with transmittal letter dated June 30, 2003, and more recently accepted for use for Entergy Operations with SER transmittal letter dated February 1, 2005. TVA's initial proposal was submitted to the NRC on May 13, 2005. In that May 13 letter, TVA requested approval by September 1, 2005, to allow time to make process procedure changes and complete training for TVA's spring 2006 outages. Enclosure 1 provides the NRC's question followed by TVA's response. Enclosure 2 lists the regulatory commitment made by this letter.

ENCLOSURE I TENNESSEE VALLEY AUTHORITY BROWNS FERRY NUCLEAR PLANT (BFN) UNITS 1, 2, AND 3, SEQUOYAH NUCLEAR PLANT (SQN) UNITS 1 AND 2, AND WATTS BAR NUCLEAR PLANT (WBN) UNIT 1 DELTA PROTECTION MURUROA SINGLE-USE SUPPLIED AIR SUITS RESPONSES TO NRC REQUEST FOR ADDITIONAL INFORMATION QUESTION 1 Based on a review of the attachments provided in the licensee's submittal, the manufacturer states (and the European Certification Authority assumes) the V4 MTH2 suit is authorized for single use only. Please confirm that the suit will be discarded after one use.

RESPONSE

TVA understands that this is a single-use suit and will discard each suit after a single use.

QUESTION 2 The use of National Institute for Occupation Safety and Health (NIOSH) equipment requires users to notify both the vendor and other users of any identified defects. Since the V4 MTH2 suits are non-NIOSH approved equipment, the staff requests verification that TVA will take timely action to report any defects experienced with these suits to other U.S. users in the nuclear field. Please describe your plans for notifying other users of potential defects.

RESPONSE

TVA will use the Corrective Action Program (CAP) to document and evaluate any identified defects with the suits. TVA will report any defects (noted in these suits) in a timely manner to the United States nuclear industry through our Operating Experience process and to the manufacturer. This notification will be incorporated into the procedure process in TVA's Radiological Control Technical Procedure (RCTP)-1 11, "Selection, Issue, and Use of Respiratory Protection Devices."

QUESTION 3 While the licensee committed to develop implementing procedures (and training lesson plans) for using the suits, please identify any of the manufacturer's technical information (i.e., Instructions for Use) and directions provided, that will not be required by procedures.

For each instruction identified, explain the rationale for not including it in the program's procedures/training (and any other compensating actions).

RESPONSE

TVA will include all instructions for use and emergency features supplied by the manufacturer in our procedures/training.

ENCLOSURE 2 List of Commitments

1. TVA will report any defects noted in these suits in a timely manner to the United States nuclear industry through our Operating Experience process and to the manufacturer. This notification will be incorporated into the procedure process in TVA's Radiological Control Technical Procedure (RCTP)-1 11, "Selection, Issue, and Use of Respiratory Protection Devices."
