Dear Mr. Price:
The Connecticut Coalition Against Millstone invites you and other Dominion officials to make a public presentation to the community to explain what happened on Sunday, April 17, when Millstone Unit 3 went into automatic shutdown from 100 per cent power and Dominion declared a Class 11 emergency.
Thousands of residents watched in dread on Sunday - from their kitchen windows or on television screens - as white clouds furiously billowed into the sky for hours, accompanied by unsettling loud noises that could be heard as far away as two miles.
Television stations beamed the frightening spectacle far and wide. We received a panicked call from strangers in Providence, Rhode Island, fifty miles to the northeast in the direction of the prevailing winds, wanting to know if they should evacuate.
Some residents of East Lyme scurried to their medicine cabinets to take potassium iodide pills in hopes of warding off thyroid cancer in the event the plant was emitting high levels of lodine-1 31.
The reports Dominion issued were contradictory at best. The latest version - that the shutdown was brought about by a computer card short circuit, developing into a dangerous state when safety systems failed to perform as intended - is as unsettling as the first - that the culprit was a steam relief valve that wouldn't close.
At such a community meeting, we would ask you to be prepared to explain the following:
(1) What circumstances drove Dominion to declare a Class 11 emergency?
(2) Did the steam relief valves operate as intended?

(3) Did other safety systems and components operate as intended?
(4) Was the event attributable to inadequate training or maintenance deficiencies?
(5) If the steam relief valves closed within 30 minutes of the initiating event, why did steam continue to billow from the plant for hours?
(6) What was the cause of the loud clamor which could be heard throughout the day as far away as 2 miles?
(7) Was Dominion's declaration that no radioactivity escaped to the environment during the event accurate and if so, please provide substantiation as follows:
- a. Is the nuclear fuel inside the Millstone Unit 3 reactor 100 per cent shielded by cladding free from leaks and corrosion?
- b. Is each one of the 20,000 tubes serving the four steam generators free of leaks and corrosion?
- c. Were radioactive gases and other materials purged to the atmosphere during the event or in its aftermath?
- d. Did the steam releases bypass containment and, if so, was the public exposed to steam releases which may have contained radioactive materials which would otherwise have been captured by radiation filtering mechanisms and other barriers in containment?
- e. Since Millstone has discontinued measurement of stack releases of strontium-90 since 1997, and Dominion relies on samplings of goat milk for measurements of its strontium-90 emissions, was Dominion's pronouncement that no radioactivity attributable to the incident occurred premature with respect to strontium-90 since goat milk sampling and laboratory analysis during the relevant period could not yet have occurred?
- f. Were all radiation monitors properly calibrated and operable during and after the event?
- g. Have the degraded conditions of the station stack high-range monitor, as identified in an NRC inspection report dated July 29, 2004, been corrected?
- h. What amount of lodine-131 was released during and after the incident?
