September 21, 2005 Mr. Steve J. Redeker, Manager Plant Closure & Decommissioning Sacramento Municipal Utility District 14440 Twin Cities Road Herald, CA 95638-9799

SUBJECT:

RANCHO SECO NUCLEAR GENERATING STATION - TERMINATION OF UNNECESSARY AND OBSOLETE ORDERS FOR SACRAMENTO MUNICIPAL UTILITY DISTRICT (TAC NO. L52655)

Dear Mr. Redeker:

By letter dated January 24, 2005, you submitted to the U.S. Nuclear Regulatory Commission (NRC) proposed changes that would eliminate unnecessary and obsolete information from the facility operating license. You also requested that the Orders dated July 21, 1978, April 1, 1980, September 19, 1980, April 20, 1981, December 10, 1982, and May 2, 1990, be deleted from your license.

The enclosed Safety Evaluation details the staffs evaluation of the proposed license changes and the proposed deletion of the requirements of the above referenced Orders. The staff determined that the subject Orders were not applicable to Rancho Seco now that the facility is permanently shutdown and defueled. Accordingly, I hereby terminate the Orders dated July 21, 1978, April 1, 1980, September 19, 1980, April 20, 1981, December 10, 1982, and May 2, 1990. Rancho Seco Nuclear Generating Station shall continue to adhere to the other terms and conditions of its license and the Commissions regulations.

Should you have any questions regarding these issues please contact John B. Hickman, at 301-415-3017.

Sincerely,

/RA/
