05-468 NL&OS/MAE: R1 Docket Nos.: 50-305 50-336/423 50 - 338/3 39 50-280/281 DPR-65 N P F-49 N PF-4/7 D P R-3 2/3 7 License Nos.: DPR-43 SURRY POWER STATION UNITS 1 AND 2 ANSWER TO ORDER FOR ADDITIONAL SECURITY MEASURES ON THE TRANSPORTATION OF RADIOACTIVE MATERIAL QUANTITIES OF CONCERN On July 19, 2005, the Nuclear Regulatory Commission (NRC) issued an Order for additional security measures (ASM) on the transportation of radioactive material in quantities of concern for Kewaunee, Millstone, North Anna, and Surry Power Stations (EA-05-007) (the Order). The Order stated that the Commission has determined that certain security measures are required to be implemented by licensees as prudent interim measures to address the current threat environment in a consistent manner.

The Order required that Dominion Energy Kewaunee, Inc. (DEK), Dominion Nuclear Connecticut, Inc. (DNC) and Virginia Electric and Power Company (Dominion) immediately start implementation of the requirements in Attachment B to the Order, submit an answer to the Order within twenty (20) days of the date of the Order and complete implementation by January 17, 2006 or before the next shipment after the 180 day implementation period of the Order.

In accordance with Section IV of the Order and 10 CFR 2.202, DEK, DNC and Dominion hereby submit their Answers to the Order. DEK, DNC and Dominion consent to the Order and do not request a hearing.

Serial No.05-468 Page 2 of 6 DEK, DNC and Dominion will complete implementation of the requirements in Attachment B to the Order by January 17, 2006, or before the next shipment of radioactive material quantities of concern thereafter.
