MILLSTONE POWER STATION UNIT 2 SUPPLEMENT TO ASSOCIATED PROPOSED TECHNICAL SPECIFICATIONS CHANGES DOMINION CONSOLIDATED QUALITY ASSURANCE PROGRAM In a letter dated September 8, 2004 (Serial No.04-314), Dominion Nuclear Connecticut, Inc.

(DNC) submitted requests for amendments in the form of changes to the Millstone Power Station Units 1, 2 and 3 (MPS 1, 2, 3) technical specifications (TS) associated with the transition to a consolidated quality assurance program for all Dominion sites.

In a conference call held on July 7, 2005, DNC agreed to supplement the September 8, 2004 submittal to correct a discrepancy between the MPS2 and MPS3 proposed TS changes. The attachment to this letter contains the supplement to the September 8, 2004 submittal. of this letter contains the marked up TS page and Enclosure 2 contains the replacement TS page.

The additional information provided in this letter does not affect the conclusions of the safety summary and significant hazards considerations discussion in the DNC letter dated September 8, 2004.

(DNC) submitted requests for amendments in the form of changes to the Millstone Power Station Units 1, 2 and 3 (MPS 1, 2, 3) technical specifications (TS) associated with the transition to a consolidated quality assurance program for all Dominion sites.

In a conference call held on July 7, 2005, the NRC staff advised DNC that there appears to be a discrepancy between the MPS2 and MPS3 submittals.

Specifically, the MPS3 Technical Specification 6.2.2, facility Staff, contained a note committing MPS3 to the Commission Policy Statement on Engineering Expertise on Shift whereas the MPS2 TS does not contain the note. Therefore, DNC is providing a replacement page for MPS2 Technical Specification 6.2.2, Facility Staff, which contains wording similar to the MPS3 note. Enclosure 1 of this letter contains the marked up TS page and Enclosure 2 contains the replacement TS page.

While reviewing the MPS2 TS page in question, it was determined the page contained typographical errors. Note 1 of page 6-4 currently reads, (1) Does not include the licensed Senior Reactor or Senior Reactor Operator Limit to Fuel Handling individual supervision CORE ALTERATIONS after initial fuel loading.

It should read, (I) Does not include the licensed Senior Reactor Operator or Senior Reactor Operator Limit to Fuel Handling individual supervising CORE ALTERATIONS after initial fuel loading. It is requested that these errors be corrected in addition to the changes discussed above. The marked up page and retyped page reflect the corrections.

The additional information provided in this letter does not affect the conclusions of the safety summary and significant hazards considerations discussion in the DNC letter dated September 8, 2004.

The Shift Technical Advisor position can be filled by either of the two Senior Reactor Operators (a dual-role individual), if he meets the Shift Technical Advisor qualifications of the Commission Policy Statement on Engineering Expertise on Shift.
