SUBJECT:

EXTENSION REQUEST FOR THE FOREIGN OBLIGATIONS REPORTING REQUIREMENT

Dear Mr. Vanderheyden:

This letter is in response to your April 28, 2005, letter requesting an extension for reporting foreign obligations. In your letter, you proposed a change in the timing of obligations reporting that will occur when Calvert Cliffs Nuclear Power Plant, Units 1 and Unit 2 restart after installation of Canadian replacement reactor vessel closure heads (RVCHs).

We have reviewed your proposal and have determined that extending the reporting requirement would still allow the U.S. Government to meet our treaty commitments with the Government of Canada. As such, the extension you proposed in your letter is approved. This approval only involves the timing of the reports your company will be sending to the Nuclear Materials Management and Safeguards System (NMMSS) operator. All of the other conditions conveyed to Constellation Energy in our previous letter remain in place.
