OF MEETING HELD ON JULY 1, 2005, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND NUCLEAR MANAGEMENT COMPANY, LLC (NMC) REPRESENTATIVES TO DISCUSS THE RESULTS OF THE SCOPING AND SCREENING METHODOLOGY AUDIT FOR THE PALISADES NUCLEAR PLANT LICENSE RENEWAL APPLICATION On July 1, 2005, the NRC staff met with members of the NMC, LLC (the applicant) in a public meeting to discuss the results of the scoping and screening methodology audit supporting the review of the license renewal application (LRA) for the Palisades Nuclear Plant. The application was submitted by letter dated March 22, 2005. The list of attendees is provided in Enclosure 1.
The NRC staff provided an overview of the areas reviewed during the audit, as well as the results of the review. The staff determined the applicant used a sound, well organized scoping and screening methodology, and that the scoping and screening process was implemented consistent with the applicants procedures. There were five areas in which additional information will be requested: (1) station blackout scoping criteria, (2) use of an alternative to seismic or equivalent anchors, (3) scoping criteria - as it relates to 10 CFR54.4(a)(2) - for some of the non-safety-related systems, structures, and components, (4) consumable aging management (specifically structural sealants), and (5) aging management of the auxiliary feedwater system mirror insulation. The staff also answered various questions from the public regarding the scoping and screening methodology audit and other non-audit related license renewal issues specific to the Palisades license renewal project.
