KEWAUNEE POWER STATION USE OF PROTECTEDTELECOMMUNICATIONS Pursuant to 73.21 (g)(3), Dominion Energy Kewaunee, Inc. (DEK) requests approval from the NRC to transmit Safeguards Information by the use of protected telecommunications. The protected telecommunications system that we are proposing to use is the Private1 Model 960v encryption system from L-3 Communications Systems.

The recent purchase of the Kewaunee Power Station by DEK will require Kewaunee to participate in safeguards communications among Dominion power stations and the Corporate office.

To facilitate ongoing activities to implement generic security initiatives, we request your approval as soon as practicable.

The North Anna, Surry and Millstone Power Stations and the Corporate office were previously approved to use the the Privatel Model 960v encryption system in a May 29, 2002 letter from Mr. Stephen R. Monarque and Mr. Gordon E. Edison of the NRC to Mr. David A. Christian of Virginia Electric and Power Company (Docket Nos. 50-280/281/338/339), and a May 16, 2002 letter from Mr. Richard B. Ennis of the NRC to Mr. J. A. Price of Dominion Nuclear Connecticut, Inc. (Docket Nos. 50-24513361423).

As documented in the NRCs May 16, 2002 and May 29, 2002 letters, the Privatel Model 960v encryption system is validated to Federal Information Processing Standard 140-1 and is Number 108 on the Cryptographic Modules Validation List.
