In the referenced letter, PSEG Nuclear, LLC (PSEG), submitted a response to Generic Letter (GL) 2004-01, "Requirements For Steam Generator Tube Inspection." PSEG indicated in that letter that the steam generator tube inspection practices at Salem Unit 2 were not consistent with the NRC's position with respect to inspections within the hot leg tubesheet. To eliminate this inconsistency, a license amendment for limiting inspection within the tubesheet region, and; therefore, limiting the use of specialty probes (e.g., + Point) via the technical basis provided from Westinghouse Electric Co., Atomic Power Department (WCAP) in report WCAP-14797, is required.
To improve the Salem Unit 2 Technical Specifications and achieve consistency with the NRC's position, PSEG responded with the plan to submit a License Change Request (LOR) following the notice of availability of a Consolidated Line Item Improvement Process item (CLIIP), for the Generic License Change Package (GLCP, in accordance with Technical Specification Task Force (TSTF) -449).
Therefore, PSEG's response to GL 2004-01 provided that PSEG planned to submit both the TSTF-449 submittal for Salem Unit 2 and the WCAP-14797 technical basis for limited tubesheet inspections submittal, in a single LCR within the timeframe of the CLIIP. On May 23, 2005, the NRC requested additional information regarding our response to Generic Letter 2004-01. Attachment 1 to this letter contains PSEG's response.

Document Control Desk Attachment I LR-N05-0326 REQUEST FOR ADDITIONAL INFORMATION REGARDING RESPONSE TO GENERIC LETTER 2004-01 SALEM GENERATING STATION, UNIT NO. 2 DOCKET 50-311 By letter dated October 29, 2004 (ML0430140237), PSEG Nuclear LLC, the licensee for Salem Nuclear Generating Station Unit 2, submitted a response to Generic Letter (GL) 2004-01, "Requirements For Steam Generator Tube Inspection." The Nuclear Regulatory Commission staff has reviewed this letter and has determined that additional information is needed in order for the staff to complete its review. A response to the following question is requested:
Question I Your response to GL 2004-01 indicated that the steam generator tube inspection practices at Salem, Unit No. 2 are not consistent with the NRC's position with respect to inspections within the hot leg tubesheet. You also stated a license change request would be submitted following the notice of a Consolidated Line Item Improvement Process item (CLIIP) for the steam generator Generic License Change Package. Given that the date for notice of a CLIIP is uncertain, and development of a CLIIP is independent of GL 2004-01, please provide a date for submitting the license change request.
PSEG response PSEG planned to submit both the TSTF-449 submittal (in accordance with the CLIIP for TSTF-449) for Salem Unit 2 and the WCAP-14797 technical basis for limited tubesheet inspections in a single LCR within the timeframe consistent with the CLIIP (1 year following notice of availability). On May 23, 2005, the NRC requested PSEG to provide a date for submitting the license change request for WCAP-14797, which will resolve GL 2004-01, independent of any pending submittals for the CLIIP of TSTF-449. PSEG currently plans to submit an LCR for resolution to GL 2004-01 utilizing the W* methodology (WCAP-14797) by September 30, 2005. A separate LCR will adopt the steam generator Generic License Change Package (TSTF-449) for Salem Unit No. 2, within the timeframe consistent with the CLIIP.
