Dear Sir or Madam:

This letter submits the annual report required by 10 CFR 50.46(a)(3)(ii).

Reference 1 submitted the previous annual report required by 10 CFR 50.46.

Subsequent to Reference 1, Reference 2 submitted a 30-day report required by 10 CFR 50.46 that described an error in the Pilgrim LOCA analysis for GE14 fuel. Reference 2 described the error and initial actions taken to ensure the PCT of GE14 fuel would not exceed 2200 0F in the event of a LOCA. Reference 3 submitted the revised Core Operating Limits Report, Revision 156, that resulted from actions described in Reference 2.

There were no other reported changes or errors in the evaluation model for Pilgrim in the reporting period.

Letter Number: 2.05.051 Pilgrim Nuclear Power Station Page 2 Reference 4 documents the Pilgrim LOCA analysis for fuel cycle 16 that began with startup from the 2005 refueling outage. For fuel cycle 16, the licensing basis PCT for GE11 fuel and GE14 fuel is less than 2120OF and less than 2150 0F, respectively. There are no other fuel types utilized for reactor operation during fuel cycle 16.
