ACKNOWLEDGMENT OF RECEIPT OF YOUR LETTER ON THE APPLICATIONS FOR RENEWAL OF THE OPERATING LICENSES FOR PALISADES AND DONALD C. COOK, UNITS 1 AND 2, NUCLEAR PLANTS

Dear Mr. Randall:

The staff of the U.S. Nuclear Regulatory Commission (NRC) has received your letter dated May 27, 2005, related to the applications of Nuclear Management Company, LLC (NMC) to extend the operating license for the Palisades Nuclear Plant (PNP), and of Indiana Michigan Power Company (I&M) to extend the operating licenses for the Donald C. Cook Nuclear Plant (CNP), Units 1 and 2, for an additional 20-year period for each plant, respectively. We appreciate your initiative in writing the letter and letting us know of your support for the renewal of the operating licenses for these facilities.

The NRC has established a timely license renewal process and clear environmental impact and safety requirements, codified in Title 10 of the Code of Federal Regulations Part 51 and Part 54 (10 CFR Part 51) and (10 CFR Part 54), that are needed to assure safe plant operation for extended plant life. Consistent with this process and existing requirements, the NRC has established schedules for the review of the above applications: (1) The schedule for NMCs license renewal application for the Palisades Nuclear Plant currently provides a completion date of March 2007 if no hearing is granted, and November 2007 if a hearing is granted; and (2) The schedule for I&Ms license renewal application for the Donald C. Cook Nuclear Plant, currently provides a completion date of September 9, 2005. The above schedules may be viewed on the NRCs Web site at http://www.nrc.gov/reactors/operating/licensing/renewal/applications.html.

Public involvement is a key element in NRCs reactor license renewal process. One of the NRCs performance goals is to enhance public confidence, and we regard public outreach as a top priority in the work we do. All meetings with the applicant on safety issues are open to the public. The NRC holds meetings with the public to discuss the scope of the NRCs environmental review.

All documents and correspondence related to the PNP license renewal applications are placed in the South Haven Memorial Library, 314 Broadway, South Haven, Michigan. All documents and correspondence related to the CNP license renewal applications are placed in the Bridgman Public Library, at 4460 Lake Street, Bridgman, Michigan; and the Maud Preston Palenske Memorial Library, at 500 Market Street, St. Joseph, Michigan. Additionally, all documents and correspondence related to these facilities are also placed in the NRCs Public
