- Bill, The Panel was completely independent from the review and approval chain for the issues he was raising.
I Chaired... I was Director of DRS at the time and the issue being reviewed came from the Decomnissioning Branch in DNMS.
John Jacobson was on the panel.... at that time he was a BC in DRS responsible for Mechanical Engineering Branch. He was a subject matter expert and also completely independent of the DNMS management chain.
The third member was Pat Hiland. At that time, Pat was a BC for Fuel Cycle in DNMS so he reported to the Deputy and Director of DNMS who were the original decision makers. While Pat was not necessarily completely independent in that regard.... he was not involved in any way in the decision being reviewed and was the designated choice of the concerned individual for the panel.
I believe that this panel met the DPV procedure requirements and certainly behaved independently in it's review resulting in a comprehensive, high quality report being sent to the regional administrator (that was an objective assessment by me, of course).

Jack In his DPO re: Dresden Dry Cask Storage, RL indicated that the panel supported (as chaired by you) was not independent. I would like to address this issue in the DPO response to him - any insights or words you can give me that would indicate the region "To the extent possible....". conducted an independent review. Sorry to bother you with this, but I assume that the region was in receipt of his DPO and has already developed a response.
