APPROVAL OF MAINE YANKEE FINAL STATUS SURVEY REPORT SUPPLEMENTS 6 AND 7

Dear Mr. Feigenbaum:

Maine Yankee Atomic Power Company (Maine Yankee) submitted Final Status Survey (FSS)

Report Supplement 6 dated December 22, 2004, with amendments addressing a U.S. Nuclear Regulatory Commission (NRC) Request For Additional Information (RAI), submitted on May 5, 2005, and June 16, 2005, for NRC review and approval. FSS Report Supplement 6 includes the following 18 survey units:

FA-2600 LSA Building Slab Footprint FB-1700 Staff Building Footprint FB-2400 Staff Building Tunnel FR-0400 Forebay (9 survey units)

FR-0111 Soil Remediation Areas (5 survey units)

FR-2000 Diffuser Maine Yankee submitted FSS Report Supplement 7 on January 20, 2005, with an amendment addressing an NRC RAI, submitted on May 16, 2005, for NRC review and approval. FSS Report Supplement 7 includes the following 6 survey units:

FR-0111 Soil Remediation Areas (6 survey units)

The staff has completed its review of Maine Yankees FSS Reports Supplements 6 and 7, as amended, and finds them to be acceptable. The staff believes that Maine Yankee has adequately responded to all staff questions regarding Supplements 6 and 7.

Although the staff believes that the use of the Canberra In-situ Object Counting System (ISOCS) is acceptable for surveying the Forebay and soils, the use of the ISOCS may not be acceptable for FSS in other areas. Specifically, the ISOCS, which detects gamma activity, may not be able to detect activity at the outer perimeter of the field of view, averages activity over the field of view, and its use may be inconsistent with the survey requirements of Section 6.7.2 of the License Termination Plan (LTP) which requires beta surveys for contaminated concrete.

The staff notes that LTP Section 6.7.2 requires that, The DCGL for contaminated concrete is expressed as dpm/100 cm2 detectable gross beta. This form was required because the final survey will be performed using gross beta measurements.

In accordance with Part 10 of te Code of Federal Regulations Section 2.390 of the NRC's "Rules of General Applicability," a copy of this letter will be available electronically in the NRC Public Document Room or from the Publically Available Records (PARS) component of the NRC's document system (ADAMS).
