Davis-Besse Nuclear Power Station Response to U. S. Nuclear Regulatory Commission Letter Dated March 31, 2005, Concerning Planned Benchmarking Activities for the Low Powver Shutdown Standardized Plant Analysis Risk (SPAR) Model Ladies and Gentlemen:

The FirstEnergy Nuclear Operating Company (FENOC) received the subject Nuclear Regulatory Commission (NRC) Office of Nuclear Regulatory Research letter dated March 31, 2005, requesting support of planned benchmarking activities at the Davis-Besse Nuclear Power Station (DBNPS) for the Low Power Shutdown Standardized Plant Analysis Risk (SPAR) model (DBNPS Tracking Number EXT 05-00176).

Confirming discussions with the Office of Nuclear Reactor Regulation (NRR) Senior Project Manager for the DBNPS, due to the current focus on Mitigating Systems Performance Index (MSPI) implementation efforts, DBNPS personnel responsible for Probabilistic Risk Assessment activities may not be able to support the SPAR model benchmarking activities in 2005. FENOC respectfully requests that Nuclear Regulatory Research personnel contact us via our NRR Senior Project Manager in the fall of this year to determine whether site resources will permit participation in this project in late-2005.

The enclosure lists any regulatory commitments made in this submittal.
