VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 May 31, 2005 U. S. Nuclear Regulatory Commission Serial No.05-339 Attention: Document Control Desk NL&OS/vlh R1 Washington, D.C. 20555 Docket No. 50-281 License No. DPR-37 VIRGINIA ELECTRIC AND POWER COMPANY (DOMINION)

SURRY POWER STATION UNIT 2 STEAM GENERATOR TUBE INSPECTION REPORT Planned eddy current inspections were conducted on the "C" steam generator during the Surry Unit 2 spring 2005 Refueling Outage. In accordance with Surry Power Station Technical Specification 4.19.F.a, this letter provides notification of the number of steam generator tubes that were plugged during the outage. The eight (8) tubes noted in the table below were plugged in "C" steam generator as a result of volumetric type indications at the hot leg top of tubesheet. The indications were caused by loose parts.

The two largest indications were stabilized with a cable type stabilizer due to the inability to locate and remove the part. Determination of the tubes to be plugged was based on a conservative sizing technique (Revision 6 of the EPRI guidelines, Appendix H, technique #21998.1). This technique is considered overly conservative for volumetric dimensions greater than 0.25-inch in length. Therefore, indications were also sized using an additional sizing technique (technique #96910.1). Although less conservative, this technique is considered to provide a more accurate representation of actual tube condition based on the size and length of the indication. Even though sizing technique #96910.1 was used to get the most accurate indication sizing attainable, the most conservative indication sizing technique (#21998.1) was used for determining which tubes required plugging.

Steam Generator "C" The following eight (8) tubes were plugged in "C" steam generator as a result of this inspection:
