SUBJECT:

STAFF RESOLUTION ASSOCIATED WITH INTERIM STAFF GUIDANCE ISG-07 PROPOSED STAFF GUIDANCE ON THE SCOPING OF FIRE PROTECTION EQUIPMENT FOR LICENSE RENEWAL

Dear Messrs. Marion and Lochbaum:

The purpose of this letter is to inform you of the staffs resolution of Interim Staff Guidance (ISG) -07. The staff developed this ISG in response to scoping and screening of fire protection equipment inspections that indicated additional guidance could be useful. On September 24, 2003, the staff met with the Nuclear Energy Institute (NEI) and other industry representatives to discuss the staffs proposed ISG on the scoping of fire protection equipment for license renewal (See ADAMS Accession No. ML023190474) and NEIs response (See ADAMS Accession No. ML031700339). As discussed in its meeting summary (See ADAMS Accession No. ML032801151), the staff decided that the proposed ISG would be placed on hold until it completes its assessment of additional license renewal application (LRA) review experience.

On the basis of its assessment, the staff determined that ISG-07 is not needed. In addition, the jockey pump casing has been added to Generic Aging Lessons Learned (GALL) Volume 2, Chapter IX of the license renewal guidance documents (LRGDs) update. The staff considers this ISG withdrawn and closed.

Because of the changes to the LRGDs as discussed above, comparable changes may be needed to NEI 95-10, Revision 5. NEI is requested to review NEI 95-10 and propose updates to maintain consistency with the LRGDs.

A. Marion and D. Lochbaum If you have any questions regarding this matter, please contact the NRC Project Manager, Ms. Linh Tran, at 301-415-4103 or e-mail lnt@nrc.gov.

Sincerely,

/RA/
