All Core Exit Thermocoulpes Disconnected Licensee ID'ed Contrary to GL 88-17

Introduction:==
A minor issue was licensee-identified that was a violation of licensee procedures and licensee commitment to GL 88-17. During preparations for RV head lift, all incore thermocouples were disconnected when the CRDM cables were disconnected contrary to licensee procedures and response to (GL 88-17, which require 2 thermocouples remain connected for reduced inventory until just prior to head lift.

Description:==
The licensee response to GL 88-17, and licensee procedures, require that two independent incore thermocouples will remain operational when the head is located on top of the reactor vessel during reduced inventory operation. These thermocouples are to be disconnected as close as practical to tne time the head is removed and are to be reconnected as soon as practical after the head is replaced. Procedure 1 RMP 9096, "Reactor Vessel Head Removal and Installation" requires two dedicated thermocouples when draining RCS and when in mid-loop. All thermocouples were disconnected at the time that the CRDM cables were disconnected. The disconnected thermocouples were identified by the licensee and reconnected prior to entering reduced inventory.
Analysis: This issue is not a performance deficiency because it was self-identified, corrected prior to entry into the condition where the requirement became effective, and entered into the licensee's corrective action program. Therefore the issue is considered minor.
