W~e *write in full support of thc State of Varmonts recut quest regarding the Nuclear Regulatory Commission's (hereafter tfle NRC or the Commission) upcoming engineering inspection at Vermont Yanwkce Nuclear Power Station. Wve believe these requests will help ensure the integrity of the inspection process and keep the State and the public better infonnod of tdc inspection team's activities.

We understand that the NRC inspection Ail1 begin nexi week and extend thrugh the cnd of August.

Wc also believe it is important that dte NRC schedule a necting to brief the public on the issues examincd and findings ofthe inspection bcf-re the inspcction report is finaihzed.

Finally, ec support the State's request for an extension of the public hearing filing dccadline. As noticed in ther ederal Registeron Jul) 1, 2004. the.current dcadline expires August 29, 2004, well beforc the completion of the engineering inspection report. We agree with the State that the inspection team's findings should be available to interested parties well before tle public bearing ilng deadline and helieve thc deadline should be extended.

As the Independcnt Engineering Assessinentinspcction teampreparec to begin iti work next week at tlhc Vcrranl YanlceeNuolear Power Station, I would like to make sevcral rtqucsls thut I feel aro important to ensure the integrity oftho procss and public confidmce in ithe outcomc.

Firs4, we are pleased that three indcpendent contractors will be assigned to this team. I reuest thnt the NuclearReagultory ComMission (NRC) certify to Verniont'r Public Service Commissioner that each of these independent contmoaors meets the strict objectivity standards required arnd has no aonflict of intorost. Second, I request that the NRC makc all nmcbers of the Indcpcndent lInsinecring Assesmrocnt tcam evailable for regular briefings with the Vermont State Nuclear Advisory l'anel during, and at tic completion of, the inspection. Third, I would like NRC to be available for briefings with both the Commissioners of Public Sarety and Public Service on an as needcd b2sis to be determined by the State.

Considering the imporlanec of the inspection findings to the sarbty and security of Vennont's rcsIdcnts, as well as to the future openition of the facility, I also urge the NRC to exitnd 1ts hearIng rcqucst period -a risonablc timc beyond the completion of the special engincering investigation. Such an cxmnsion would allow interested parties and the State of Vrrninnt the opportunity to have the findings zivilible before the deadline to request a fotral henring.

I know you appreciate the significance of this enginccring inspection to the State of Vernmont and its residents and I want to Uiankyou for your consideration of these reucsts.
