BROWNS FERRY NUCLEAR PLANT, UNIT 1 REQUEST FOR ADDITIONAL INFORMATION REGARDING RESTART TESTING PROGRAM (TAC NO. MC7208)
Dear Mr. Singer:
By letter dated December 13, 2002, as supplemented by letter dated February 28, 2003, Tennessee Valley Authority (TVA), the licensee, submitted a proposed regulatory framework for the restart of Browns Ferry Nuclear Plant (BFN), Unit 1. In the letter dated December 13, 2002, you state that the restart testing program for BFN, Unit 1 will be similar to the restart test program for BFN, Units 2 and 3. The purpose of this letter is to request more specific and detailed information from TVA on the restart test program that will be implemented at BFN, Unit 1.
Since its shutdown in 1985, the reactor has been defueled, systems have not operated and have generally been maintained in a layup condition. As part of the BFN, Unit 1 recovery, the modifications being implemented include replacing some large-and small-bore piping; installing cable trays, conduits, supports, and pipe hangers; refurbishing large pumps and motors; rewinding the turbine-generator; installing main bank transformers; and modifying the control room. Upon completion of the recovery, BFN, Unit 1 would include a combination of new and refurbished components; new and old piping and supports, and new and old cable trays and cables, etc. Thus, the response of this unit to anticipated operational occurrences may be different from its response when it was tested and started-up in late 1973 and early 1974.
It is our understanding that, as part of TVAs restart test program, you plan to perform postmodification, postmaintenance, and surveillance tests at the component level similar to what was performed for BFN, Unit 3. In order for the staff to independently verify the adequacy of your restart testing program, please describe in detail the modifications that were made and those still in progress or planned and how they were or will be verified to be within the bounds of the original test data. Also, provide a detailed listing and description of the testing that you referred to in your December 13, 2002 letter.
