June 2, 2005 LICENSEE: Exelon Generation Company, LLC, and Westinghouse FACILITY: Quad Cities and Dresden Nuclear Power Stations
SUBJECT:
SUMMARY
OF MAY 5, 2005, CLOSED MEETING WITH WESTINGHOUSE TO DISCUSS INFORMATION RELATED TO APPLICATION OF OPTIMA2 TOPICAL REPORTS (TAC NOS. MC6517 AND MC6518)
On May 5, 2005, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC), representatives of Westinghouse Electric Company (W), and Exelon Generation Company, LLC, (Exelon) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss how topical reports for OPTIMA2 fuel would be used in actual license amendment applications such as that being considered by Exelon for the Quad Cities and Dresden Nuclear Power Stations. The attendees included those on the meeting sign-in sheet provided as Enclosure 1. In addition, W. Harris of W attended by telephone.
This meeting was a continuation of a meeting held at NRC on April 14, 2005, on the same subject. W continued their presentation of an overview of the W boiling-water reactor methodology, vendor transition, and reload safety analysis process. Particular emphasis was placed on bundle power uncertainties, range of applicability of the methodology, mixed core analysis, and the limitations and conditions of each applicable W topical report. Portions of the presentation were proprietary. Material presented and discussed included information previously submitted on applicable W topical reports, information provided at the April 14, 2005, meeting, and information submitted by Exelon by letter dated April 28, 2005. No handouts were provided. The April 28, 2005, letter is available in the Agencywide Documents Access and Management System (ADAMS) at accession number ML051250512.
The NRC staff encouraged W to update several topical reports to provide new and clarifying information on the docket. This would reduce the need for the NRC staff to request additional information during reviews of amendment requests. The NRC staff found the discussions to be helpful. No decisions were made.
This was a closed meeting and members of the public were not in attendance.
