Note on RHR pipe Ravi and Gerry, I was not able to attend the teleconference discussing CY's RHR line status, but my understanding of the situation is as follows:

CY staff provided to NRC staff a draft "Overview of FSS on RHR Pipe" and a revision 1 of the Final Status Survey Plan for Survey Unit #0044, "Residual Heat Removal (RHR) Suction Line," and additional information about surveys of the containment sump end of the RHR line. NRC staff reviewed these documents and the RHR Pipe survey data contained within. NRC staff also discussed, by teleconference on May 11, 2005, technical issues related to the RHR Pipe FSS, in areas of the survey measurements; scaling factors for other radionuclides, including hard to detects; and dose modeling considerations. Also, NRC staff made field observations of a portion of the work on the initial attempt at the FSS of the RHR Pipe, during the NRC inspection of April 12-14, 2005.

NRC staff understands that CY plans to grout the RHR Pipe, potentially later today. NRC staff takes no position on the acceptability of CY proceding with grouting the RHR Pipe, and does not approve or disapprove that action. However, based on the data provided by CY and reviewed by staff, as well as staff observations during the April NRC inspection, the NRC staff has no objections at this time to the results of the RHR Pipe survey, and no specific objections to CY proceding with grouting.

Also, as discussed in the teleconference yesterday, CY procedes with grouting the RHR line at CY's risk.

The NRC staff notes the particular risk of proceding based on DCGLs that have not yet been approved by the NRC, which is still under review as a revision to CY's LTP.

Thanks for the cooperative manner in which this situation has been addressed.
