SUBJECT:
ARKANSAS NUCLEAR ONE, UNIT 2, LICENSE RENEWAL APPLICATION Entergy Operations, Incorporated (Entergy), by letter dated October 14, 2003, submitted an application to renew the operating license for Arkansas Nuclear One (ANO), Unit 2 for an additional 20 years of operation, in accordance with Title 10 of the Code of Federal Regulations, Part 54. We have completed inspections at ANO, Unit 2, in accordance with the guidance contained in Inspection Manual Chapter 2516 and Inspection Procedure 71002, closely coordinating with the Office of Nuclear Reactor Regulation to confirm the scope and timing of the inspections. The inspections verified, on a sampling basis, that Entergy implemented the scoping and screening methodology and established or planned to establish aging management programs in conformance with the descriptions contained in their application for license renewal. Based on a review of selected aging management programs as described in the license renewal application, the inspection team verified the acceptability of the existing and planned aging management programs to manage the effects of aging for those systems, structures, and components within the scope of license renewal. The team verified the documentation used to support the application to be in an auditable and retrievable form.
The team confirmed that the resolution of license renewal open items raised by the NRC and identified in our inspections was acceptable. Details of the scope of our inspections and results are contained in Inspection Reports 05000368/2004006 dated April 19, 2004, 05000368/2004007 dated January 29, 2005, and 05000368/2005012 dated April 13, 2005.
We have verified, on a sampling basis, that Entergys programs and activities related to the license renewal of ANO, Unit 2, have been or will be completed in substantial agreement with docketed commitments and regulatory requirements prior to the date of expiration of the current 40 year operating license. Entergy demonstrated the capability to manage the effects of aging during the period of extended operation. We, therefore, conclude that there is reasonable assurance that Entergys aging management programs provide an adequate foundation for renewing the license for ANO, Unit 2 for an additional twenty years.
