Dear Mr. Emch,

The Connecticut Coalition Against Millstone invites you and the entire U.S. Nuclear Regulatory Commission - Commissioners included, and especially all who have been involved in the Millstone relicensing application and, most particularly, the environmental review portion of that proceeding - to attend our press conference tomorrow, Thursday, March 10, 2005, at 2:30 P.M. at Morton's House in Niantic (corner of Main Street and Pennsylvania Avenue). (See below.)

We believe that you must hear the statements which will be made by Dr.

Helen Caldicott, world-renowned authority on the health effects of low-level ionizing radiation, as well as those of the family members described in the letter below, to acquaint yourselves with critical issues before the NRC in the Millstone relicensing proceedings. Dr. Caldicott and the family will be available to answer your questions.

Dear Selectmen and Director of Health:

We write to request that you immediately close the Niantic Bay public beaches to public use and that you inform beachgoers that swimming in the waters of Niantic Bay is a hazard to their health and may cause birth defects and cancer.

The shoreline of Niantic Bay in East Lyme is vulnerable to contamination and pollution by the radioactive waste byproducts and toxic chemicals -

many of which are carcinogens - routinely discharged by the Millstone Nuclear Power Station across the bay.

We have recently become acquainted with the tragic case of a little boy born with a rare cancer in his jaw.

His mother, then a healthy East Lyme resident with no family history of disease, swam daily at Hole-in-the-Wall Beach on the Niantic Bay, during the critical early months of her pregnancy in 1997.

She was unaware at the time that swimming at Hole-in-the-Wall Beach would expose her to some of the most toxic agents known. No signs were posted warning her of the hazard. Had she been informed, she would most certainly have avoided the shoreline of Niantic Bay.

This young mother is certain that her son's medical affliction resulted from her exposure to Millstone's deadly effluents. She has moved away from East Lyme and given birth to a second son who is healthy. During her second pregnancy, she avoided the East Lyme beaches like the plague.

We invite you to attend the press conference we are hosting to introduce this family to share its account of its tragedy. The press conference will take place on Thursday, March 10, at 2:30 P.M. at Morton's House (corner of Main Street and Pennsylvania Avenue in East Lyme).

We are deeply privileged as well to welcome as our guest at the press conference Dr. Helen Caldicott, the world-renowned pediatrician and expert on the effects of low-level ionizing radiation, such as are routinely emitted by Millstone, on human cells.

Dr. Caldicott has reviewed the medical records of the child described above. The records describe the removal of the jawbone and an aggressive tumor the size of an orange from the child's mouth in day-long emergency surgery to arrest the spread of the growth toward the child's brainstem. She will discuss her findings at the press conference.

We will also have available a summary of the Millstone discharges during the pregnancy. During the year the child's mother swam at Hole-in-the-Wall Beach, the then-owner of Millstone, Northeast Utilities, reported its catch of a fish contaminated with cesium-137 halfway between the Millstone discharge point and Hole-in-the-Wall Beach in Niantic Bay. NU identified the source of the cesium-1 37 as its nuclear plant operations.

We understand that the Town of East Lyme carries out an extensive program of monitoring public beaches, including Hole-in-the-Wall Beach, for signs of environmental pollution during the warm months.

However, your environmental monitoring is limited to bacterial pollution. You do not monitor for levels of radioactivity nor toxic chemical and metal pollution.

The U.S. Nuclear Regulatory Commission and the Connecticut Department of Environmental Protection, although responsible for monitoring such contaminants, have never studied the human health risks of exposure to these deadly contaminants at these locations.

Until the NRC and the DEP can assure families drawn to the pleasures of Niantic beaches in the summertime that swimming in the waters is not a hazard to their health - and that the deadly tumor which gestated in the East Lyme woman who swam regularly in Millstone-contaminated waters derived from some other source - in good conscience and with due regard for their health and welfare, we ask that you immediately close the beaches to public use.

The Connecticut Coalition Against Millstone was created in 1999 to unite statewide safe-energy groups, families and Millstone whistleblowers to serve as a watchdog over Millstone operations.
