Dear Mr. Emch:
If it is not "practicable" for the environmental review team at the NRC to consider Millstone's degrading conditions - which include degrading conditions at the high range radiation monitor and other environmentally-implicated aspects of Millstone operations - and the NRC inspectors' failure to take appropriate enforcement action, then we respectfully submit that your environmental review is schedule-driven by the licensee at the expense of the public interest.
We will submit further comments in this regard shortly.
