Sternglass, an authority on the effects of low-level radiation, has submitted an opinion to the Nuclear Regulatory Commission through a local anti-Millstone coalition that analysis of goat's milk four years ago shows the nuclear power station should be shut down, not relicensed.
The NRC is in the midst of a multi-year examination of whether to relicense Millstone Power Station Units 2 and 3 through 2035 and 2045, respectively. The process is expected to be complete by the summer of 2006. The comment period on the environmental impacts closed recently.
The Connecticut Coalition Against Millstone submitted Sternglass' opinion that concentrations of Strontium 90, a radioactive byproduct of nuclear fission, were "extremely large" in goat's milk from a farm 5.5. miles away on Sept. 19, 2001.
The NRC is reviewing Sternglass' findings, but its assessment of environmental impacts so far has found no significant radiological effects, said NRC spokesman Neil Sheehan.
Dominion Nuclear Connecticut, owner of Millstone, monitors radioactivity in goat's milk from farms in the area twice a month and routinely monitors air and fluid emissions from the reactors, said Dominion spokesman Pete Hyde.
Hyde said the company reviewed its radiological monitoring systems before, during and after the Sept. 19, 2001 sample was found, and determined it did not come from the reactors, he said.

Sternglass argues that Strontium 90 has a half-life of 28 years, and its health risks, in combination with other radiological emissions, have been "underestimated" by the nuclear power industry.
Judith Johnsrud of the Nuclear Information Resource Service said Sternglass' findings deserve serious consideration because the accuracy of his research has often been confirmed after the fact.
