Dear Commissioner McCarthy:
We understand that Charles H. Evans, DEP's Director of the Office of Long Island Sound Programs, "waived" a federal coastal consistency review in conjunction with the Dominion Nuclear Connecticut, Inc. application to renew the operating licenses of the Millstone Units 2 and 3 nuclear reactors. We have reference to Mr. Evans' letter dated April 27, 2004, addressed jointly to the U.S. Nuclear Regulatory Commission and Dominion.
We respectfully request that you intervene in this matter and inform the NRC and Dominion that the Connecticut Department of Environmental Protection - with due regard for the coastal resources of the state -does not elect to Nwaive" federal coastal consistency review in this critical matter.
We appreciate your keeping us informed on this matter.
