Dear Congressman Upton:
On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your letter dated April 26, 2005, expressing your strong support for the application from Nuclear Management Company, LLC, to extend the operating license for the Palisades Nuclear Plant for an additional 20-year period.
The NRC has established a timely license renewal process and clear environmental impact and safety requirements, codified in 10 CFR Part 51 and 10 CFR Part 54, that are needed to assure safe plant operation for extended plant life. Consistent with this process and existing requirements, the NRC has established a schedule for the review of Nuclear Management Companys license renewal application for the Palisades Nuclear Plant. The schedule provides a completion date of March 2007 if no hearing is granted and November 2007 if a hearing is granted. The schedule may be viewed on NRCs web site at http://www.nrc.gov/reactors/operating/licensing/renewal/applications/palisades.html.
Public involvement is a key element in the NRCs reactor license renewal process. One of the NRCs performance goals is to ensure openness in our regulatory process, and we regard public outreach as a top priority in the work we do. The NRC staff will hold public meetings in the vicinity of the plant site to discuss the scope of the NRCs safety and environmental reviews with the people living near the plant. In addition, all meetings with the applicant on safety issues will be open to the public.
All documents and correspondence related to the Palisades Nuclear Plant license renewal application are being placed in the NRCs Public Document Room in Rockville, Maryland, and can be accessed through the Public Electronic Reading Room. Members of the public may access the Electronic Reading Room libraries from computers with Internet access by going to http://www.nrc.gov/ reading-rm/pdr.html. NRC documents may also be obtained from South Haven Memorial Library, 314 Broadway, South Haven, Michigan 49090.
