On behalf of the petitioners filing the February 23, 2005 Emergency Enforcement Petition (URL attached) requesting NRC to issue generic communications to all Part 50 operating licensees to assure the reliability of power to Emergency Notification Systems and Orders to require licensees to install and maintain Emergency Notification System backup power sources independent of the electrical grid, NIRS submits the following supplemental materials.
The attached JPEG Image files are photographs recently taken of a photovoltaic powered emergency siren located in the Warren Dunes State Park in Sawyer, Michigan within the 10-mile Emergency Planning Zone for the D.C. Cook nuclear power station in Bridgman, Michigan. The siren is maintained to be operable independent of power from the electrical grid system.
The petitioners submit this as supporting evidence demonstrating that existing emergency sirens can be back fitted to assure operation independent of vulnerable electric grid systems. Currently, the electric grid is the sole power system to many public Emergency Notification Systems around nuclear power stations which can result in the simultaneous failure of emergency notification systems during electrical grid disturbances and an emergency at nuclear power stations resulting from an accident and potentially an act of sabotage.
The petitioners do not necessarily endorse this specific design of photovoltaic array as applicable to all emergency notification systems at all nuclear power stations. Petitioners do not necessarily represent this specific design of photovoltaic array as adequate for all
operability requirements of siren systems and other supporting infrastructure for other aspects of emergency notification systems for the duration of an emergency situation.
