VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 APPENDIX B ENVIRONMENTAL PROTECTION PLAN 2004 ANNUAL REPORT DOCKET NOS. 50-338 AND 50-339

INTRODUCTION This 2004 Environmental Operating Report for the North Anna Power Station is submitted by Virginia Electric and Power Company as required under Section 5.4.1 of Appendix B, Environmental Protection Plan (EPP).

The objectives of the EPP are to verify that the power station is operated in an environmentally acceptable manner, to coordinate NRC requirements, maintain consistency with other federal, state and local requirements, and to keep the NRC informed of the environmental effects of facility construction and operation.

During 2004, no significant adverse environmental impact occurred as a result of the operation of North Anna Power Station, Units 1 and 2. Aquatic issues are addressed in the licensee's VPDES permit number VA 0052451 issued by the Virginia State Water Control Board. The VPDES permitting program is administered by the Department of Environmental Quality-Water Division and the NRC relies on this agency for regulation of matters involving water quality and aquatic biota. Listed below are the summaries and reports as required under Section 5.4.1 of the EPP.

PLANT DESIGN AND OPERATION (SECTION 3.1)

There were no changes in station design and operation proposed in 2004 that involved a potentially significant unreviewed environmental issue. The NRC completed an -assessment of environmental issues and a draft environmental impact statement of site suitability for future additional nuclear units at the North Anna site. They preliminarily "concluded that site preparation activities allowed by 10 CFR 50.10(e) (1) will not result in any significant adverse environmental impact that cannot be redressed" should Dominion decide from a business position to move forward with continued development for new units.

EROSION CONTROL INSPECTION - SITE (SECTION 4.2.2.1)

An on-site erosion control inspection was performed at North Anna Power Station by the Civil/Design Engineering Department, Periodic Test Procedures 1-PT-9.3, Erosion Control Inspection - Station Site. Ten areas of concern were observed to need corrective action. None impacted station safety or operability. Five were to repair eroded areas and reseed, two were to resolve tripping hazards, two were to fill in animal burrows and one was to correct a drainage problem. All corrective actions have been completed.

Eroded areas were prepared, seeded and covered with an erosion blanket or straw where necessary, the tripping hazards were eliminated, the animal burrows were filled in and the correct drainage pattern was re-established.

EROSION AND SEDIMENT CONTROL PROGRAM - CORRIDOR RIGHTS-OF-WAY (SECTION 4.2.2.2)

Erosion inspections were made on the following corridor rights-of-way during 2004: a) North Anna - Midlothian, b) North Anna -

Morrisville, c) North Anna - Gordonsville and d) North Anna -

Ladysmith. No significant issues were identified.

NONCOMPLIANCE (SECTION 5.4.1)

There were no Environmental Protection Plan occurrences of noncompliance during 2004.

NONROUTINE REPORTS (SECTION 5.4.2)

There were no instances of non-compliance with the VPDES Permit during 2004.
