CLARIFICATION OF SAFETY EVALUATION RE: ACTIVATION OF OSCILLATION POWER RANGE MONITOR TRIP (TAC NOS. MC2219 AND MC2220)
Dear Mr. Crane:
On March 21, 2005, we issued Amendments Nos. 251 and 254 to the renewed operating licenses of the Peach Bottom Atomic Power Station, Units 2 and 3, respectively. These amendments changed the Technical Specifications to allow for activation of the oscillation power range monitor (OPRM) trip function. In section 4.1 of the safety evaluation supporting these amendments we describe the OPRM logic. We understand that our description could be read in such a way as to imply that there is an OPRM inoperable trip function separate from the average power range monitor (APRM) inoperable trip function. We understand that this is not the case; however, a failure in the OPRM can result in either an APRM trip signal or an alarm, depending on the nature of the failure.
