Should the start-up be delayed until the assertions can be discussed in more detail??

/Joe I read the attached to the DRP branch chief. He stated that this applies to the relief request that NRR verbally granted today and will be provided in writing to the licensee.
The plant is currently shutdown with criticality scheduled for Wednesday. this means the heatup and pressurization to operating temperature and pressure will most likely occur this weekend. Power operation will follow after low power physic testing.
