ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION AND NOTICE OF VIOLATION This is to inform the Commission that a Notice of Violation associated with a White Significance Determination Process (SDP) finding will be issued on or around April 15, 2005, to Omaha Public Power District as a result of inspections at the Fort Calhoun Station. This White finding, an issue with low to moderate increased importance to safety which may require additional NRC inspection, involved a failure to identify a failed fuse during emergency diesel generator (EDG) surveillance testing, resulting in the EDG being inoperable for 29 days.
A Notice of Violation is included based on a violation of 10 CFR Part 50, Appendix B, Criterion XVI, Corrective Action, because the licensee failed to identify and correct the issue associated with the failed fuse, which resulted in the EDG being inoperable for a period of time longer than allowed by the plants Technical Specifications.
It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
