SUBJECT:

REQUEST FOR ASSISTANCE FROM THE OFFICE OF NUCLEAR REGULATORY RESEARCH FOR INTEGRATED DECOMMISSIONING IMPROVEMENT PLAN This memorandum is to request assistance from staff and management from the Radiation Protection, Environmental Risk & Waste Management Branch (RPERWM) for our Integrated Decommissioning Improvement Plan (IDIP) project.

The Decommissioning Directorate in the Division of Waste Management and Environmental Protection (DWMEP) is working on the IDIP project, with purposes of: describing a continuous improvement plan for decommissioning during FY 2004-2007; and integrating and tracking regulatory improvements from the License Termination Rule (LTR) Analysis, program management improvements resulting from the Decommissioning Program Evaluation, Commission direction resulting from the annual Decommissioning briefing in October 2004, and other staff improvements.

One part of the IDIP project, for this fiscal year, is the preparation of draft revised guidance for public comment on LTR Analysis issues and other issues warranting revisions to our decommissioning guidance. New guidance or revised guidance will be developed for the issues listed below:

Restricted use/institutional controls, including engineered barriers and long-term monitoring On-site disposal Realistic scenarios Removal of material after license termination (relationship of LTR and control of disposition of solid material)

Intentional mixing of soil Other non-LTR Analysis topics (e.g., groundwater monitoring)

This guidance will be incorporated into the revision of NUREG-1757 (Consolidated NMSS Decommissioning Guidance).

I request staff support from RPERWM on the IDIP project, for the following:

Assistance on some of the individual guidance issues listed above. We would intend to utilize your staffs expertise by consulting with your staff to improve our guidance as we write it. We also would like, in some cases, to ask your staff to provide a technical review of some of the guidance we develop, before we provide a draft for management review.

Assistance in an overall review role. We would like to have Bill Ott participate as a reviewer on our management review team to review and concur on the draft guidance to be released for public comment.

My staff has spoken briefly to Bill Ott and Cheryl Trottier about this request, and I believe they are generally supportive. We anticipate that the overall level of effort would be approximately 0.2 FTE. If the following approach is agreeable to you, I would intend that staff assignments be initially coordinated at the branch level. After the initial assignments are made, the DWMEP staff leads for individual issues would contact your staff for assistance, as needed. Your staffs input will be helpful to us as we develop and revise our guidance. I also believe that their participation will be beneficial to them and your program, by familiarizing your staff with some of the decommissioning implementation guidance we are developing.

Some highlights of our schedule for these efforts this fiscal year include:

April 20-21, 2005 Decommissioning Workshop April-June 2005 Main development of draft guidance June 15-17, 2005 ACNW meeting on decommissioning guidance Late July/Early August 2005 Review of draft guidance and management review team meeting September 2005 Publish draft guidance for public review and comment We anticipate that most of the staff assistance would occur in the April-June time period, and assistance of RPERWM management would occur in late July to early August. I also would like to invite your staff to attend our Decommissioning Workshop, if they are interested.
