NRC OFFICE OF INVESTIGATIONS REPORT NO. 2-2004-020

Dear Mr. Crane:

This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI) to determine if a supervisor at the LaSalle County Station deliberately instructed personnel to violate a fire protection program procedure by logging fire watches at the targeted times instead of the actual times the fire watch inspections were performed. Based on the evidence developed during the investigation, we did not substantiate the issue. The synopsis from the OI report of investigation is enclosed.

SYNOPSIS The U.S. Nuclear Regulatory Commission, Office of Investigations, Region II, initiated this investigation on March 31, 2005, to determine if a fire marshal at the Exelon Generating Company LaSalle County Station (LaSalle) deliberately instructed contract employees to violate LaSalles fire protection program.

Based on the evidence developed during this investigation, the allegation that the fire marshal at LaSalle deliberately instructed contract employees to violate LaSalles fire protection program was not substantiated.
